What if the neurons that control the turning of the neck are hooked up to a turret?  They are presented visual input from a camera converted to neuronal signals and whatever catches their attention is targeted when they look at it.

Notice how the article says that some brains aren't cooperative... and yet they ignore the warning signs and spell doom for us all.  Today it's uncooperative rat brains, tomorrow it's stubborn human brains threatening to self-destruct, and before you know it, it's a rampant worldwide network determining the fate of humankind.
