I don't have my own webpage but I think you use either a text editor for HTML coding or (for beginners) try Nvu.

Yeah it actually sort of depends how EXACT you want it. If you want it to be ABOUT what you want but easily made then try using a program. If you want to learn a new language without the fear of needing to get the pronunciation right and get it exactly as you want it (well if you can learn the whole thing or at least the basics) then learn HTML. I recommend this site  . Also I've always wondered, how do you actually like get your stuff onto your own webpage... I mean I know how to run a simple html document but now how to actually get it on the internet O_O

You have to have server space to put it on. If you need it, talk with Alloc, and get space on oni2.net

Get a FTP client, for example:

Then fill the blanks like this:
Address:  - striker
Login: striker
Password: password
Port: 21

And, if supported by your FTP client, choose SFTP as protocol so it becomes at least a bit safer ...
